i did name one the last time, but here's a list of non-government agencies some are NGOs yes, but NRC environmental services will clean up disasters as they were dispatched to the Deepwater Horizon spill and other disasters including Hazmat response.

it's like the post office, businesses ship everyday for profit.. other businesses help disaster victims with a profit, so they can help in the future.. FEMA loses money, it might run out, like social security and california pensions.
